The John Hay golf course is one of the most beautiful, unique and unusual 18-hole golf courses in the world. The immaculate fairways and tenderly kept greens invite the professionals and duffers alike. For non-golfers, there were hiking trails, tennis courts, bowling lanes, mini-golf course, indoor and outdoor roller skating rinks, volleyball and basketball courts, full range weight and exercise rooms for men and women, a neat library housing the audio and video tape center, a clean and heated swimming pool, video arcade, RC race track and a full complement recreation center for enjoyment and relaxation.

Temporary accommodations are available at John Hay. These consist of cottages, apartments and duplex-type of quarters including a big lodge, all completely furnished from cooking facilities down to silverware.
Four major clubs and dining facilities are scattered on the base including five snack bars operating seven days a week mostly from 7 a.m. to midnight.
Camp John Hay also prides itself with fine conference facilities fully equipped with modern visual aids and comfortable settings. Among the four conference facilities, the Main Club Conference Center is the biggest and finest of all the conference facilities inside Camp John Hay.

There were more than thirty U.S. Air Force and civilian personnel who were augmented by more than 550 local employees carrying out the John Hay mission: “To provide the best rest and recreation facilities and services to the visiting military and civilian members of the Armed Forces and their families.”
After 88 years of control over Camp John Hay as a rest and recreation facility for the U.S. Military, Department of Defense civilians and their families, the United States government officially turned over Camp John Hay to the Philippine government on July 1, 1991.
The Republic of the Philippines President Corazon C. Aquino appointed the Department of Tourism (DOT) under Memorandum Order 346 as the lead agency to secure, preserve, maintain and operate Camp John Hay and its facilities on an interim basis until such time that another government instrumentality is formed and designated to oversee the facility.
Philippine Tourism Authority (PTA), the operating arm of the DOT, then converted the former U.S. military facility into an “AA” resort.
The DOT in a short interim period subsidized the maintenance of CJH and tapped the Baguio business community to operate the facilities for a duration of six months to a maximum of 18 months.
On June 30, 1993, under Proclamation 198 of President Fidel V. Ramos, the ownership, administration and overall control of Camp John Hay was transferred to the Bases Conversion Development Authority (BCDA) which was created under Republic Act 7227. BCDA’s mandate is to convert and develop all reverted baselands into commercial and productive use.
A Master Plan was made by the Planning Resources and Operations Systems (PROS) which was fashioned to comply with Resolution No. 362 or the 19 point conditionalities set by the City Government of Baguio. The Master Plan was presented to the Baguio City Council and was subsequently approved through Resolution No. 349.
On the basis of the approved Master Plan, the Fil-Estate led consortium now known as the Camp John Hay Development Corporation (CJH DevCo) was awarded the lease contract to develop, manage and operate the facility for 25 years, renewable for another 25 years. The lease agreement was signed on October 19, 1996.
Since its official re-opening in the summer of 1999, the golf course has received laudatory comments from all over. That plaudits continue to pour in from patrons and guests alike confirms that we have succeeded in creating a truly world-class golfing facility at Camp John Hay. It definitely can compare favorably with the finest in the world.

Under the direction of Fil-Estate Golf Development, Inc., the original 18-hole par-67 layout has been upgraded to a par-69 course, following the Nicklaus design of Golden Bear International. Quite significantly, the Camp John Hay golf course now conforms to the environmental standards set by the Golf Course Commission of the USGA and other international golfing agencies.
